In order to strengthen the administrative licensing for new cosmetic raw materials, ensure the quality and safety of cosmetics, the State Food and Drug Administration (SFDA) recently developed and issued the Guidance on Application and Review of New Cosmetic Raw Materials in accordance with the Regulations Concerning the Hygiene Supervision Over Cosmetics and the rules for the implementation of the Regulations. The Guidance specifies the definition, safety requirements, administrative licensing application dossier requirements, review principles and abbreviations of new cosmetic raw materials.

The Guidance will come into force as of July 1, 2011. The Guidance shall prevail where previous requirements contradict with it.
