Cosmetics inspection and testing system constitutes an important part of the cosmetics regulatory system. Per the Notice of the State Council on the Issuance of the Thirteenth Five-Year Plan for National Food Safety and National Drug Safety (the State Council [2017] No. 12), etc., to reinforce the construction of cosmetics inspection and testing system, improve inspection and testing capabilities, and strengthen the guidance over cosmetics inspection and testing institutions in capacity building, NMPA has organized the formulation of and released on August 30, 2019 the Guiding Principles for Capacity Building of Cosmetic Inspection and Testing Organizations.
