Yan Jiangying, Deputy Director of Department of Policy and Regulations of the State Food and Drug Administration, said at the press conference held by the State Council Information Office on July 10, 2007, food and drug safety is related to the health and safety of the people, and the Chinese government has been attaching great importance to the work on food and drug safety, and putting food and drug safety in a very important position. With the joint efforts of government at all levels and relevant departments of food and drug safety supervision, China has been intensifying its food and drug safety supervision, and the food and drug safety situation in China is stable in general. In order to further strengthen the supervision of food, drug, and dietetic hygiene, constantly improve the food and drug safety for public, and promote the development of China’s harmonious society, the 11th Five-Year Plan for National Food and Drug Safety began to be prepared under the leadership of the State Food and Drug Administration from the end of 2004 in accordance with the general requirements set forth in Outline of the 11th Five-Years Plan for National economic and Social Development of the People’s Republic of China. At present, the drawing up of the 11th Five-Year Plan has been completed.

The plan focuses on the five-year goal to be accomplished, that is, around five years of efforts will be made to gradually improve China’s food and drug supervision system and mechanism, promote legal system, enhance the caliber of the supervision team, further improve administration by law. In addition, such efforts will be made to strengthen infrastructure construction, improve technical equipment, and remarkably promote food and drug safety standard and inspection technology, so that to improve food and drug manufacturing order, effectively keep within limits the illegal and criminal activities on manufacturing and marketing counterfeit or substandard food and drug, and reduce the food and drug safety accidents greatly.

In order to guarantee the smooth implementation of the plan, the plan proposes guarantee measures in seven aspects, i.e. innovation of the system and mechanism of supervision, increasing enterprise awareness of responsibility, promoting administration by law, intensifying governmental investment, displaying the role of social surveillance, strengthening international cooperation and exchange, and establishing the mechanism for plan implementation.
